Khrushchev Sovnarkhoz Reform Classified as “Secret”: Review of Archive Documents of the Russian State Archive of Contemporary History

Abstraсt

The country’s archives have preserved unique materials for scientists that make it possible to disclose unknown facts of the past and fill in the blank spots in the chain of historical knowledge. One of the interesting periods in the history of the XX century, full of significant events and reforms for the country, is the stage of development of the Soviet Union during the years when N.S. Khrushchev was in power. At this time, important changes took place in the system of management of industry and construction, commonly known as the “Council of Economic Reforms”.

In this article, the author publishes identified archival documents related to the reform of the mid-1950s — mid-1960s. The selection of sources consists of documents from the Russian State Archive of Contemporary History (RSACH), some of which have been declassified over the past two decades. It includes insufficiently studied, as well as historical materials about the country’s military-industrial complex that have not previously been introduced into scientific circulation; on the labor use of prisoners; correspondence between departments, party, economic council leadership and plant directors; information about the production of goods, etc. The documents published in the article will become an important basis for new scientific publications and conclusions of scholars.
