Abstraсt

Nowadays, when Russia is in difficult conditions of civilizational confrontation, the study of the experience of military commissariats establishment is important and relevant. In this article, using the example of two uyedz military commissariats of the Simbirsk and Tambov Governorates, the historical aspects of the formation and activity of the new at that time bodies of military authorities in the conditions of the Civil War are considered. The main materials for the study were documents of the lower uyezd commissariats taken from the funds of the Central State Archive of the Republic of Mordovia. Using comparative, statistical, causal and historical-systemic methods, the authors analyzed the activities of the Ardatovsky Uyezd Military Commissariat of the Simbirsk Governorate and the Temnikovsky Uyezd Military Commissariat of the Tambov Governorate. It is concluded that during the Civil War, military commissariats played an important role: in addition to mobilizing the population, employees of military authorities fought the theft, ensured order in the controlled territory, provided the army with provisions and horse-drawn transport, fought against desertion and evaders.
